WOW jajaja intense question... but it would probably be Dino & Harry's in Hoboken. The chef, the cooks, the bartenders, the waiters, the people and even the pianist, are all just amazing! I differ on the "no penetration" part of your question. When a woman gives a man a fellatio his penis is penetrating her mouth and when a man gives a woman cunnilingus the male does penetrate a woman's vulva and even vagina with his tongue. So in essence there is literal penetration going on in oral sex.
